MY telegram No. 157 of 21st September: Opium. I have received note, couched in courteous terms, expressing appreciation of generous offers of His Majesty's Government, and stating that Wai-wu Pu has repeatedly urged Viceroy of Canton to modify objectionable regulations. A telegram from Wai-wu Pu to Viceroy and the latter's reply, published in a Hong Kong paper, show that Viceroy is resisting central Government, and that illegal tax is levied mainly for revenue purposes. Wai-wu Pu in their note express hope that means may be devised to prevent the 16,000 chests not affected by the annual reductions from reaching China."
I have just seen Mr. Liu, and will telegraph further suggestions to-morrow.
